When Google Tag Manager is installed but tags are not firing, your analytics and conversion tracking become unreliable — even if GA4 appears to be installed correctly.

Common Symptoms
- GTM preview mode connects, but no tags fire
- Tags fire in preview, but not for real users
- Triggers never activate
- GA4 DebugView shows nothing
- Conversions stopped recording after a change
Why GTM Tags Don’t Fire
1) Trigger conditions don’t match reality
The trigger may be:
- Targeting the wrong CSS selector
- Using URL rules that are too strict
- Attached to the wrong element
- Listening for events that never occur (e.g., AJAX forms not detected)
If the trigger doesn’t activate, the tag never fires.
2) GTM container not published
Preview working does not mean the container is live.
Always confirm:
- Workspace → Submit → Publish
- Check container version
3) Consent mode blocks execution
After adding a CMP:
- analytics_storage may be denied
- Tags may require consent state updates
- Tags may fire before consent is granted
Test:
- Accept cookies
- Reload page
- Re-trigger event
4) Trigger fires — but tag is paused or misconfigured
Check:
- Tag is not paused
- Correct firing trigger is assigned
- Measurement ID matches the correct GA4 property
